Appointed as Deputy Chairman of the Board by the Eastern Caribbean Bank Monetary Council on 25 June 2020.
Mr Harris was first appointed to the Board by the Minister of Finance in the Government of Antigua and Barbuda on 29 April 2016 for a term of three years, and subsequently reappointed by the Minister on 29 April 2019 and 29 April 2022, each being for a three-year term. Director Harris chairs the Executive Committee of the Board of Directors.
Mr Harris is the Financial Secretary at the Ministry of Finance in the Government of Antigua and Barbuda and has held this position for the past 20 years. Prior to his appointment as the Financial Secretary, Mr Harris occupied the positions of Budget Director, Permanent Secretary, Inspector of Banks and Internal Auditor within the Government of Antigua and Barbuda. Mr Harris earned his BSc in Accounting from the Southern Nazarene University, and his M.A in Economics and Social Studies from the University of Manchester.

Ms. Edwards was originally appointed to the Board by the Minister of Finance in the
Government of Dominica on 1 June 2020 to fill the vacancy of the unexpired term of her
predecessor. Ms. Edwards was subsequently reappointed by the Minister on 18 March 2022 for a
term of three years.
Ms. Edwards is the Financial Secretary (Ag) at the Ministry of Finance in the Government of
Dominica. Ms. Edwards earned her BA in Business Administration (Finance) from the
University of the Virgin Islands. Ms. Edwards is a tax expert having worked for many years in
the Inland Revenue Department of Dominica holding positions from Supervisor to Deputy
Comptroller. She also sits on various regional and international bodies assisting with the design
and implementation of tax administration reforms.

Mr Hinkson was first appointed to the Board by the Minister of Finance in the Government of St Lucia on 3 February 2017 for a term of three years, and subsequently reappointed by the Minister on 3 February 2020 for a further term of three years. Director Hinkson chairs the Credit Committee of the Board of Directors.
Mr Hinkson is a retired Banker with over 40 years’ experience in the financial services sector. He was the first local General Manager and Country Head for the Bank of Nova Scotia, St Lucia. Mr Hinkson earned a Bachelor of Commerce degree in Financial Services from Nipissing University. He is also an Associate of the Institute of Canadian Bankers.

Mr Jackson was first appointed to the Board by the Minister of Finance in the Government of St Vincent and the Grenadines on 12 August 2016 for a term of three years, and subsequently reappointed by the Minister on 12 August 2019 for a further term of three years. Director Jackson chairs the Human Resources Committee of the Board of Directors.
Mr Jackson is the Director General Finance and Planning in the Ministry of Finance of the Government of St Vincent and the Grenadines, and has worked in the Ministry of Finance for a period in excess of 30 years. He obtained his BSc in Economics and Management from the University of the West Indies and his MSc in Financial Economics from the School of Oriental and African Studies, University of London.

Ms Meade was originally appointed to the Board by the Minister of Finance in the Government of Anguilla on 14 January 2022 to fill the vacancy of the unexpired term of her predecessor. Ms Meade was subsequently reappointed by the Minister on 14 June 2022 for a term of three years.
Ms Meade obtained a BSc with first class honours in Statistics and Economics from Middlesex University, and a MSc Financial and Business Economics from the University of the West Indies. Ms Meade is currently employed by the Government of Anguilla as the Director, Economic Planning in the Ministry of Economic Development, Investment, Commerce, Information Technology and Natural Resources having previously worked as an Economic Statistician with the Eastern Caribbean Central Bank.

Mr Skerritt was first appointed to the Board by the Minister of Finance in the Government of Montserrat on 14 June 2016 for a term of three years, and subsequently reappointed by the Minister on 14 June 2019 and 14 June 2022, each being for a three-year term. Director Skerritt chairs the Audit Committee and the Risk and Compliance Committee of the Board of Directors.
Mr Skerritt having retired from the Government Service in Montserrat is the Principal and Partner of Guardian Business Group. Mr Skerritt held several key positions in the Government of Montserrat to include Financial Secretary within the Ministry of Finance, Permanent Secretary of the Ministry of Education, Health and Community Services and also Deputy Auditor General. Mr Skerritt obtained a Diploma in Business Administration (Accounting) and a BA in Business Administration (Finance) from the University of Technology, Jamaica (formerly CAST) and a MSc in Public Economic Management from the University of Birmingham.
