The ECAMC was established by virtue of the Eastern Caribbean Asset Management Corporation Act (the “ECAMC Act”) which was passed between November 2015 and April 2017 in each of the eight territories comprising the ECCU. The eight ECCU territories are Anguilla, Antigua and Barbuda, Commonwealth of Dominica, Federation of St. Christopher and Nevis, Grenada, Montserrat, Saint Lucia and St. Vincent and the Grenadines.

In April 2009, the Eastern Caribbean Central Bank Monetary Council (the “Monetary Council”), recognising the likely negative impact of the international financial crisis, agreed on a comprehensive plan of action, referred to as the Eastern Caribbean Currency Union (the “ECCU”) Eight Point Stabilisation and Growth Programme. A key component of this Programme addresses financial sector stability. In furtherance of this Eight Point Stabilisation and Growth Programme, the Monetary Council agreed to the establishment of the Eastern Caribbean Asset Management Corporation.

ECAMC corporate overview
The ECAMC was appointed as receiver for ABI Bank Ltd. on July 21, 2017, in the stead of the former receiver Megan-Samuel Fields. The ECAMC carries out its duties as receiver in accordance with the Banking Act, 2015 of the law of Antigua and Barbuda.

Where are we located
While the ECAMC’s headquarters are in Antigua and Barbuda, the Corporation exists as a Statutory Body in each of the ECCU jurisdictions, that is, Anguilla, Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Montserrat, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines.
