EASTERN CARIBBEAN ASSET MANAGEMENT CORPORATION (ECAMC) RECEIVER FOR ABI BANK LTD. (IN RECEIVERSHIP)

REQUEST FOR PROPOSALS – ICT SERVICES

Introduction

The Eastern Caribbean Asset Management Corporation (hereinafter referred to as the “ECAMC”) is seeking to engage a suitably qualified firm or individual to provide Information and Communications Technology (ICT) Services as detailed in the description of services required hereunder.

ECAMC

The Eastern Caribbean Central Bank Monetary Council agreed to the establishment of the ECAMC in response to the significant increase in non-performing loans within the Eastern Caribbean Currency Union.

The ECAMC came into existence by virtue of the Eastern Caribbean Asset Management Corporation Act, 2015 and commenced business on July 21, 2017. The statutory purposes of the ECAMC are to:

  1. Carry on the business of asset management, including acquiring the whole or any part of, dealing with, managing, and disposing of assets or liabilities of approved financial institutions in an expeditious manner; and
  2. Act as the receiver of a financial institution whenever appointed by the Central Bank under the Eastern Caribbean Central Bank (ECCB) Agreement or the Banking

Description of Services Required

Contract Duration and Terms

The ECAMC seeks to establish a two (2) year contractual relationship with the selected ICT consulting firm or individual. The contract may be subject to renewal based on satisfactory performance. The successful respondent will be expected to:

  • Commence services within 30 days of contract award
  • Provide and present to management monthly reporting on service delivery metrics
  • Participate in quarterly performance reviews
  • Maintain adequate professional indemnity insurance throughout the contract period
  • Adhere to service level agreements to be negotiated during the contracting phase

The selected ICT Consultant will report to the Chief Executive Officer (CEO) of the ECAMC or a designated officer. The services required include, but are not limited to:

1. General ICT Management:

  • Develop and implement ICT policies and procedures in line with international
  • Oversee the maintenance, security, and reliability of the ECAMC’s technology infrastructure, including networks, servers, databases, and systems.
  • Develop and implement the ECAMC’s ICT strategy aligned with its business goals and industry best practices.

2. Technical Support:

  • Provide first-line support for Microsoft Office products and any other software applications required for ECAMC’s operations.
  • Resolve issues with workstations, servers, telephones, and other ICT systems that may interrupt operations.
  • Manage help desk activities, troubleshooting, and resolving technical

3. Data Security and Disaster Recovery:

  • Ensure data backups, disaster recovery plans, and security measures are in place and regularly tested.
  • Implement and ensure adherence to ICT security policies, procedures, and controls to safeguard ECAMC’s data.
  • Conduct regular security assessments and audits to identify vulnerabilities and recommend actions.

4. Project and Vendor Management:

  • Plan, execute, and monitor ICT projects within scope, budget, and
  • Manage vendor relationships, including contract negotiation and resolution of technical issues.

5. Performance Reporting:

  • Maintain an “Issues Log” capturing all ICT requests/issues and their resolution
  • Provide monthly activity reports to the CEO detailing ICT-related activities, challenges, and solutions.

ECAMC will select the proposal that offers the best overall value rather than necessarily the lowest cost.

Proposal Format and Submission Requirements

An electronic submission of the Letter of Intent and Proposal must be received by close of business on June 20, 2025, to The Chief Executive Officer, Eastern Caribbean Asset Management Corporation, Subject: ICT Services emailed to: info@ec-amc.com.

Proposals must include:

1. Title Page:

  • Name of the firm or
  • Mailing
  • Contact person and their phone number(s).
  • Date of
  • Effective period of the proposal (minimum 15 business days).

2. Profile and Qualifications:

  • A professional profile summarizing the firm/individual’s history and experience, including specific qualifications for providing ICT services.
  • Resumes for key personnel who will deliver the
  • Explanation of how the respondent’s experience aligns with the ECAMC’s

3. Scope of Work and Methodology:

  • A proposal detailing how the services will be delivered, addressing the requirements listed in the

Description of Services Required section.

  • Key steps and timelines for completing the

4. Proposed Fees:

  • Provide detailed pricing for the services, including any associated costs (monthly fees preferred).

5. References:

  • Contact details for three (3) professional references for which similar ICT services were provided, including name, organization, phone number, and email address.

6. Additional Terms:

  • Confirmation that the firm or individual is not aware of any conflict of interest concerning the ECAMC.

Proposal Review and Evaluation

Respondents are cautioned to read carefully and conform to the requirements of this RFP. Proposals will be reviewed for quality of content and responsiveness to the RFP. It is anticipated that a final respondent will be selected, and an award made on or about August 2025. While cost is a factor, the procurement will not be awarded solely on the basis of costs.

Selection Process and Timeline

 The ECAMC will follow a two-phase selection process:

Phase 1: Proposal Evaluation

  • Submission deadline: June 20, 2025
  • Evaluation of written proposals: June 21, 2025 – July 4, 2025
  • Shortlist notification: July 7, 2025

Phase 2: Interview Process

  • Interviews with shortlisted candidates: July 14 – July 18, 2025
  • Presentation by candidates on approach and methodology
  • Q&A with key personnel who will deliver the services
  • Final selection and notification: July 25, 2025
  • Contract negotiation and award: July 25 – 31, 2025
  • Service commencement: August 2025

Note: This timeline is subject to change at ECAMC’s discretion.

Interview Process Details

Shortlisted candidates will be invited to an interview that will include:

  1. A presentation (30 minutes) covering:
    • Overview of the firm and relevant experience
    • Proposed approach to ECAMC’s ICT needs
    • Key personnel and their roles
    • Implementation plan and timeline
  1. Q&A session (30-45 minutes) with ECAMC’s selection committee
  2.   Technical discussion to assess the firm’s expertise in areas critical to ECAMC’s operations

Candidates should ensure that key personnel who will be directly involved in service delivery attend the interview.

Violation of this provision is considered unethical and may be grounds for removal of further consideration.

Right to Reject

The ECAMC reserves the right to:

  1. Reject any or all proposals submitted for any or no reason in its sole and absolute discretion, and to waive informalities and irregularities in the proposals received and to terminate this RFP, and reissue a subsequent solicitation, and/or remedy technical errors in the RFP process in its sole and absolute discretion.
